Public Dock Standing Committee

Committee Formation

As part of the publication of the LEAP Public Dock Clause, LEAP has also formed the Public Dock List Committee (the “Committee”). The Committee exists to ensure that the Public Docks List as published on our website is as current and accurate as possible and that it takes into account the latest changes in the market.

Purpose: The members of the Committee

  • Raise, discuss, and approve any additions to the Public Dock List based on previously documented Public Dock criteria
  • Raise, discuss, and approve any deletions to the Public Dock List based on previously documented Public Dock criteria
  • Raise, discuss, and approve any modifications to the Public Dock criteria as previously documented
  • Raise, discuss, and approve any modifications to the Public Dock Clause as previously documented

Committee Logistics

The meetings of the Committee are held via teleconference on a quarterly basis, unless a majority of the Committee agrees to change the schedule. The time and date of the meetings are announced at least six weeks in advance of each meeting. All changes to any of the previously published LEAP documents must be agreed by a simple majority of the Public Dock List Committee. Each LEAP member firm which is on the Committee will have one vote on these matters, and abstentions will count as a ‘nay’ vote.

Public Dock List Feedback

Parties are asked to provide written feedback on potential changes to the Public Dock List more than one month in advance of the quarterly meeting in order to allow for the Committee to review the feedback. Note that individuals or companies who wish to submit changes to the Public Dock List, its criteria, or to the Public Dock Clause do not need to be employees of LEAP member organizations nor members of the Public Dock List Committee. For any suggested changes, submitters must identify themselves and their company affiliations and provide a clear written viewpoint on the suggested modification, citing existing criteria where appropriate.

Membership

The LEAP Public Dock List Committee is comprised of representatives of certain LEAP member companies with an interest in this area. All LEAP members are welcome to join the Committee.
